Asia Business Law Journal celebrates Indonesia’s top performing law firms this year. Byung Jin Park and Miran Lim report

As Indonesia, the world’s fourth most populous country, is poised to encounter many opportunities, the role of Indonesian law firms in safeguarding these opportunities is also becoming increasingly important. The country began 2025 with the launch of its sovereign wealth fund, Daya Anagata Nusantara Investment Management Agency, or Danantara.

Indonesian President Prabowo Subianto announced in April that Qatar would invest USD20 billion in Danantara. As with Qatar, Danantara will play a crucial role in attracting foreign capital and will be a key part of Prabowo’s strategy to raise Indonesia’s economic growth rate from 5% to 8% by 2029.

The launch of Danantara is also expected to create opportunities for Indonesian law firms, especially in cross-border investment.

Indonesia is rich in natural resources, and its influence in the global supply chain for key minerals such as nickel and bauxite has grown in recent years. The country has the largest nickel reserves in the world, prompting global companies within the electric vehicle value chain to invest.

China electric vehicle maker BYD aims to complete its USD1 billion plant in Indonesia by the end of 2025. With increasing foreign direct investment, Indonesian law firms will be central in assisting both foreign and local clients to navigate domestic regulations.

Recent indicators support this optimism. In the second quarter of 2025, Indonesia’s gross domestic product growth rate was 5.12% year-on-year, driven by robust investment and household spending, and marking the biggest percentage increase since the second quarter of 2023.

As the country’s growth story unfolds, Asia Business Law Journal has identified Indonesian law firms that have proven their worth. Awards were given in categories including Law Firm of the Year, Best Overall Law Firms, Best Boutique Law Firm and Best New Law Firm, along with four winners in 28 other categories, each of equal standing.

LAW FIRM OF THE YEAR

ASSEGAF HAMZAH & PARTNERS

Widely recognised as one of the leading law firms in Indonesia, Assegaf Hamzah & Partners (AHP) provides full services on corporate and commercial transactions across a broad range of industries. The firm is supported by experts and legal resources in nine Asian jurisdictions as a part of the Rajah & Tann Asia network. In the past year, its lawyers handled several landmark transactions and deals, earning the prestigious Law Firm of the Year award.

AHP successfully represented Deutsche Bank, Dubai Islamic Bank, JP Morgan, KFH Capital and Standard Chartered Bank as joint lead managers and joint bookrunners in the issuance of the USD2.75 billion global sukuk by the Indonesian government, through Perusahaan Penerbit SBSN Indonesia III. The sukuk was settled on 25 November 2024 and dually listed on the Singapore Exchange and the Nasdaq Dubai.

Football is one of Indonesia’s most popular sports, and AHP represented the Football Association of Indonesia (PSSI), the country’s governing body for football, in a project to establish a new framework for the protection and commercialisation of its intellectual property rights.

The firm advised on the creation of a standard operating procedure covering the entire IP life cycle, from creation and protection to commercialisation, and drafted key template agreements to support PSSI’s goal of modernising Indonesian football and generating sustainable income for the national team.

AHP also acted as an Indonesian legal adviser to Creador, a Kuala Lumpur-headquartered private equity firm, in its RM163.1 million acquisition of a 40% stake in Adilmart, an Indonesian consumer food brand that has grown its profit at a 50% compounded annual growth rate in the past five years. The agreement was signed in September 2024.

BEST OVERALL LAW FIRMS

While AHP clinched the Law Firm of the Year award by winning in 17 categories, Hadiputranto Hadinoto & Partners received awards in 13 categories, Dentons HPRP in 12, and ABNR Counsellors at Law in 11, securing their places among the Best Overall Law Firms.

ABNR Counsellors at Law (ABNR) is a Jakarta-based firm, well positioned to handle large and complex transnational transactions across a broad spectrum of practice areas and industry sectors. In July 2025, its client, Samudera Indonesia (SMDR) successfully completed the Phase II public offering of Sukuk Ijarah, raising IDR500 billion. ABNR served as the independent legal adviser for the issuance, working closely with SMDR on legal due diligence and preparing the necessary documentation for submission to the Financial Services Authority, ensuring full compliance with regulatory requirements.

In June 2025, the firm also advised the lenders on the Muara Laboh Unit-2 geothermal power project. ABNR assisted various financial institutions in providing financing to Supreme Energy Muara Laboh for the project’s completion. The financial institutions involved included the Japan Bank for International Co-operation, Asian Development Bank, Nippon Export and Investment Insurance, MUFG Bank, Sumitomo Mitsui Banking Corporation Singapore branch, Mizuho Bank, and Hyakugo Bank.

As the Indonesian member of Baker McKenzie, Hadiputranto Hadinoto & Partners (HHP) stands among the largest law firms in the country, offering clients access to a global network and extensive resources. In the past year, the firm has consistently set new standards through its involvement in significant transactions, earning the prestigious Best Overall Law Firm award. HHP advised the Tahija family on the sale of their shares in Austindo Nusantara Jaya and its subsidiaries (ANJT), representing about 91% of the company’s issued shares.

The ANJT group is a leading Indonesian company in the agricultural sector, primarily focused on oil palm cultivation, as well as the production and sale of sustainable palm oil and agricultural products, and renewable energy. The Tahija family officially announced the sale of their shares in March 2025.

In collaboration with Baker McKenzie Wong & Leow, the firm also represented Sembcorp Utilities and PLN Nusantara Renewables in their joint venture and investment for the development of a 50MW ground-mounted photovoltaic solar power plant with a battery energy storage system in Nusantara. The firm advised the project company established by the sponsors, Nusantara Sembcorp Solar Energi, in the successful negotiation and execution of a power purchase agreement with Indonesia’s state-owned electric utility, PLN (Persero).

As part of Dentons, one of the largest law firms in the world, Dentons HPRP leveraged its international platform in the past year to handle several important cross-border transactions. For example, the firm advised Toyota Asia-Pacific on its proposed acquisition of a 40% stake in Indonesian digital mobility platform, Astra Digital Mobil.

Dentons HPRP also assisted tech giants, developers and investors with data centre projects entering strategic sectors under Indonesia’s evolving investment regime. The firm advised Korea Investment Real Asset Management on a USD314 million equity investment in a 20MW Jakarta data centre project. The team structured the deal, reviewed shareholder and loan agreements, and advised on land title and licensing issues.

In addition, the firm acted for DAMAC Group, an Emirati property development company, in its USD10.6 million land acquisition in Jakarta for a hyperscale data centre. Dentons HPRP handled title review, land structuring, and regulatory approvals for this real estate investment.

BEST BOUTIQUE LAW FIRM

AFFA Intellectual Property Rights is a leading boutique law firm specialising in IP law including trademark, patent, industrial design, copyright and geographical indication matters, with its principal office in Jakarta and another office in East Timor. The firm assists local clients with protecting their intellectual property abroad and helps foreign clients safeguard their rights in Indonesia.

In 2024, the firm filed more than 5,000 trademarks in Indonesia and overseas. It also settled more than 100 disputes amicably through IP transactions, co-existence agreements and licensing. In addition, the firm submitted mass takedown requests for more than 50 local and international clients in 2024.

AFFA Intellectual Property Rights continues to educate local clients through exhibitions and seminars on the importance of IP protection in Indonesia and overseas, including participation at the Trade Expo Indonesia 2024.

RBP Asia is a Jakarta-based law firm specialising in white-collar crime, litigation and dispute resolution, as well as corporate legal matters. Other award highlights

UMBRA Strategic Legal Solutions has provided legal advice and transactional support to help clients navigate the Indonesian market this year. The firm was recognised with awards in three categories: energy and natural resources; ESG; and infrastructure and project finance.

UMBRA advised on the development of a 35MWac (35MW of apparent power) floating solar photovoltaic power plant in Tembesi, in the city of Batam, representing TBS Energi Utama and its affiliates. The transaction was notable for integrating floating solar photovoltaic technology, a first in Indonesia.

The project required regulatory clearances, including securing environmental permits, water and land rights, and multi-party agreements across different jurisdictions.

The firm also represents Perusahaan Listrik Negara, Indonesia’s state-owned electricity company, in the development and financing of a 50MW solar power plant with a 14.2MWh battery energy storage system in Nusantara. This marks the first renewable energy power plant built to supply electricity to the new capital, expected to generate 92.8GWh annually.

Led by managing partner Luky Walalangi, Walalangi & Partners is known for its understanding of the local legal landscape and won in three categories: inbound investment; real estate; and structured finance and securitisation.

The firm acted as local counsel to Mitsubishi UFJ Financial Group in its acquisition of 100% of the shares in HC Consumer Finance Philippines, and 85% of the shares in Home Credit Indonesia, with a total value of about USD641 million. The deal spanned six jurisdictions and more than 10 months of negotiations, involving engagement with regulators, including the Indonesian Financial Authority.

Walalangi & Partners also advised Sembcorp on the structuring of its partnership framework, preparation of transaction documents, and regulatory compliance for the development of a 100-hectare low-carbon industrial park in Batam. The project incorporates renewable energy, resource-efficient infrastructure, and environmentally conscious planning from the outset.

The firm is expanding its focus to the growing entertainment and sports sectors, which present unique legal challenges. FKNK’s clients include Sinergi Sehat Nusantara, an organisation focused on health development and community engagement. The firm assists the company with shareholders’ and investment agreements and has reviewed lease agreements with lessors to safeguard its interests.

FKNK also represented the debtor, Dok dan Perkapalan Kodja Bahari (Persero), in the payment postponement for a debt restructuring of about IDR3.7 trillion (USD240 million). Following negotiations, the composition plan won 100% creditor approval, enabling the company to complete the restructuring and repayment.

K&K Advocates is a law firm in Indonesia focused on intellectual property. Since 2014, the firm has maintained a longstanding co-operation with international firm Bird & Bird, strengthening its international reach and cross-border capacity.

In the past year, K&K Advocates handled contentious IP matters involving trademark, copyright and design enforcement. It successfully defended a client in a trademark cancellation suit before the Commercial Court, where the plaintiff challenged the mark on grounds of similarity and prior use. The case involved arguments on brand reputation and consumer confusion, with the court ruling in favour of the client.

The firm has also advised on complex licensing arrangements, franchising and IP-related due diligence in transactions.

It continues to assist clients in aligning their global trademark and patent strategies with Indonesian practice, particularly in sectors facing rapid digitalisation. This includes managing filings across Asean and internationally through Madrid Protocol co-ordination.

Nurjadin Sumono Mulyadi & Partners has reinforced its position as a leading aviation legal adviser in Indonesia, advising on cross-border transactions and regulatory matters.

The firm has counselled international lessors, domestic airlines, investment managers, and operators on aircraft lease novations, financing, securitisation, redelivery, repossession, registration and compliance with Indonesian aviation law and the Cape Town Convention. Its work includes lease and engine novations, aircraft securitisations, aircraft transfers and re-registrations, and regulatory compliance in redelivery and repossession.

Nurjadin Sumono Mulyadi & Partners has also achieved the labour and employment award by representing multinational corporations in employment disputes, union negotiations and mass terminations, including successful mediation and resolution before the Industrial Relations Court. The firm has helped clients restructure internal policies to comply with Indonesian law and evolving regulations.

As an associate firm of Allen & Gledhill, AGI Legal’s growth in the past year, driven by cross-border collaboration, has been notable. Its corporate real estate practice is equipped to lead, structure and oversee clients’ real estate transactions.

The firm advised an international hotel chain on leasing several land plots from individual landowners and joint owners to preserve the building’s view from obstruction. The case was legally innovative, as the client sought a lease exceeding 50 years, unusual in Indonesia due to inflation, lease value fluctuations, and inheritance risk tied to land ownership transfer.

Given the complexities of the Indonesian inheritance law across different groups of citizens, a contracting structure was applied. Various undertaking provisions were included in the lease agreements to ensure they bound not only current landowners but also their heirs.

Led by managing partner Riza Buditomo, Anagata Law Firm provides tailored legal solutions with a global outlook. In the past year, the firm assisted companies in navigating complex regulatory landscapes, especially in compliance and corporate governance.

The firm advises on anti-bribery and anti-corruption measures, reporting obligations, and governance protocols. It also represents clients in regulatory engagements with government bodies, offering insight into policy developments and ensuring alignment with governmental expectations.

Its client roster includes a US-based electricity company, a global optical manufacturer, a leading Indonesian fast-moving consumer goods company, a US-based transportation company, a multinational health and lifestyle products company, and the World Bank Group.

In the past year, areté has evolved into a dynamic legal advisory firm, shaping the future of environment, social and governance (ESG) laws in Indonesia. The firm advanced its ESG and sustainability practice, delivering strategic advisory and policy contributions.

It led a regulatory gap analysis for an international commodity conglomerate on Indonesia’s emerging carbon trading frameworks under Presidential Regulation No. 98/2021. The advice shaped the client’s engagement strategy, aligning commercial goals with compliance and influencing policy.

The firm prepared recommendations for a global organisation on sustainable finance and banking regulations in Indonesia, supporting ESG strategies. It also advised a cooling-as-a-service provider on compliance within Indonesia’s energy service company framework.

The firm is representing Lestari Capital in providing legal advisory and conducting legal due diligence of forestry rights areas comprising 18 social forestry licences and two forest utilisation business licences for the forestry conservation project, Rimba Collective, an initiative aimed at delivering USD1 billion for forest protection and restoration in Indonesia.

The firm is also advising a local electronics manufacturer on licensing for electric vehicle charging stations to the Directorate General of Electricity of the Ministry of Energy and Mineral Resources. This involves ensuring compliance with the mandatory regulatory requirements and initiating governmental relations with the relevant authority.

ARMA Law is also representing a climate tech startup in providing strategic legal advice, project structuring and agreements for the development of a carbon accounting system designed to assist in the decarbonisation of businesses.

Hutabarat Halim & Rekan (HHR Lawyers) has built a strong reputation in shipping and maritime law, earning recognition as one of Indonesia’s top commercial law firms. HHR Lawyers is advising the Winning Group of companies on a wide range of legal matters including the establishment and acquisition of a ship manning agency, the sale and purchase of vessels, and licensing and compliance matters.

HHR Lawyers has advised and represented both the buyer (Winning Mineral Logistics) and the seller (Winning Logistik) in the sale and purchase of the floating coal terminal Winning Unity in Indonesia. The firm prepared a legal dossier in accordance with Indonesian laws and prevailing shipping industry practices. It also represented the seller in the deregistration of Winning Unity from the Indonesian ship registry.

Januar Jahja & Partners is a boutique intellectual property firm specialising in trademarks, patents, copyright, industrial design and patent litigation. The firm is recognised for expertise in trademark prosecution and litigation, as well as IP enforcement including infringement cases and website takedowns. The firm successfully defended Chinese multinational BYD in a trademark infringement lawsuit initiated by BMW over BYD’s most popular electric vehicle brand, the BYD M6. BMW sought an injunction but, following a full trial, the case was dismissed on procedural grounds.

The firm also represented the Educational Testing Service, owner of the TOEFL English-language test, in securing the transfer of two .ID domain names that misled consumers. Januar Jahja & Partners filed a complaint with the dispute resolution body of the Indonesian Domain Name Registry, citing bad faith and the reputation of the client’s well-known marks. The panel upheld the complaint, transferring both domains to the client.

The capital market and securities team at IABF Law Group advises on the issuance, trading and regulation of securities, including carbon credits. The firm assisted KGI Sekuritas Indonesia with the sale and purchase of shares in Bank IBK Indonesia and a supplementary put option agreement.

The firm’s role included negotiating with the seller and drafting transaction documents, including a conditional share purchase agreement, a put option agreement, and a share purchase agreement. It also liaised with a public notary for the finalisation and signing of documents.

In 2024, the firm assisted the Indonesian Stock Exchange in drafting an IT services agreement for the enhancement of its trading and surveillance system.

The firm reviewed procurement documents of the IT services provider, correspondence and minutes of meetings, and provided recommendations on legal aspects of the agreement including IT, intellectual property, data privacy and protection laws.

Makes & Partners also secured recognition in the capital markets category, advising on precedent setting transactions across both conventional and Islamic finance. The firm advised Dian Swastatika Sentosa, a major listed energy infrastructure company, on its offering of a conventional and Sukuk issuance with a target principal amount of IDR7 trillion.

This transaction showcases the firm’s expertise in structuring flexible capital raising strategies aligned with market conditions, while reinforcing Indonesia’s dual finance architecture.

The firm also advised Iforte Solusi Infotek, a subsidiary of Sarana Menara Nusantara, on the acquisition of 550 million shares in Remala Abadi, valued at IDR535 billion. In tandem, it supported the client in completing a mandatory tender offer, which received approval from the Financial Services Authority in June 2025.

This dual-phase transaction demonstrates the firm’s ability to integrate capital markets compliance with M&A execution, particularly within the competitive telecoms and infrastructure sectors.

As a corporate law firm providing legal services to both Japanese and Indonesian clients, MAPS Law Firm reached a significant milestone in 2025 by forming a business affiliation with Oh-Ebashi LPC & Partners, a full-service law firm headquartered in Japan. This alliance is expected to enhance the firm’s cross-border capabilities, especially in supporting clients with interests in both Indonesia and Japan.

The firm’s leadership in dispute resolution has been further acknowledged by ICC Indonesia’s appointment of its partner, Rando Purba, as a delegate to the ICC Commission on Arbitration and ADR for the 2024-2027 term.

Another partner, Julius Singara, has also been appointed to the panel of arbitrators at the BANI Arbitration Centre, Indonesia’s oldest arbitration institution. Since his appointment, Singara has been actively engaged in handling a wide range of disputes, serving both as a sole arbitrator and as a member of arbitral tribunals.

Veronica Tampubolon, legal head at PGN LNG Indonesia in Jakarta, says: “We worked closely with Ms Santi Purnama Sari from MAPS Law Firm for our maritime case at an arbitration centre in Singapore, and she has proven her reliability and professionalism throughout the process.”

Led by the founder and managing partner, Yusfa Perdana, litigation has long been a core strength of Perdana & Rekan, trusted by clients across Indonesia to handle their most pressing disputes. The firm has represented multinational companies in courts and at the Indonesian National Arbitration Board in commercial and contract disputes.

One of the firm’s key clients, the manufacturing company Caprefindo, has entrusted the firm to represent them in more than 20 litigation cases in the past 12 months alone.

Notably, the firm represented Caprefindo in two distinct labour and employment cases: one addressing the termination of an employee for misconduct; and another concerning the proper legal process for ending an employment contract when the employee became a company director.

In addition to Caprefindo, the firm is also advising Rina Indonesia, a respected name in the shipping industry, in the initial proceedings of their litigation cases.

Being Norton Rose Fulbright’s associate firm in Indonesia, TNB & Partners advises multinational and local entities across key sectors including aviation. The firm’s aviation team collaborates with airlines, banks and financiers, lessors, manufacturers, insurers, export credit agencies, governments and regulators to provide a full range of aviation legal services.

The firm has a strong track record of representing corporate clients in high-stakes commercial disputes, particularly in post-acquisition and shareholder litigation, as well as cases involving capital markets liabilities. Winners of Asia Business Law Journal’s Indonesia Law Firm Awards 2025 were selected based on the votes, references and qualitative information received from in-house counsel and other legal professionals in Indonesia and around the world.

A voting form was posted on our website, inviting thousands of in-house counsel, lawyers at international law firms and other Indonesia-focused professionals to vote. At the same time, Indonesian law firms were asked to make submissions in support of their candidacy for the awards.

These submissions, combined with research by Asia Business Law Journal’s editorial team, played a supporting role in the judging process. All Indonesian law firms were automatically eligible for inclusion in the awards process. As always, there were no fees or any other requirements for entry.
