MSC Cyberport, Johor State Government partner to advance Johor’s AI-driven digital governance and talent development

MSC Cyberport Sdn. Bhd. and the Johor State Government, through the Akademi Perkhidmatan Tadbir Negeri Johor (APTNJ), have formalised a strategic partnership with the signing of a Memorandum of Understanding aimed at strengthening Johor’s AI and digital talent ecosystem, thereby accelerating the State’s AI-driven digital transformation agenda.

The MoU was signed between Dr. Badrul Hisham bin Kassim, CEO of APTNJ, and Ramlee bin Jaafar, CEO of MSC Cyberport Sdn. Bhd.

In his remarks, Ramlee expressed appreciation to Dr. Badrul Hisham and the APTNJ leadership for their commitment to cultivating a digitally empowered and future-ready civil service. “Today’s MoU is more than a partnership — it represents a shared mission to empower Johor’s human capital and ensure our civil service is ready for the AI era. We believe that people are the true engine of transformation. Technology provides the tools, but it is skilled, inspired, and empowered individuals who drive real progress,” Ramlee said.

This collaboration aims to enhance the competency and capacity of Johor’s public sector workforce through targeted programmes in artificial intelligence and smart city programme management, as well as key complementary areas such as data analytics and cybersecurity — all aligned with Johor’s Digital Transformation and Smart City Blueprint.

The partnership will also leverage the expertise of CityNexus Sdn. Bhd., led by Nik Ahmad Faizul, a leading smart city architect actively involved in sustainable and intelligent city development initiatives.

“This collaboration signifies a major step towards strengthening Johor’s digital governance and preparing our civil service to lead with data, innovation, and foresight. It reflects our collective vision to build a government workforce that not only adapts to technological change but thrives through it,” Dr. Badrul Hisham said.

Through this partnership, both organisations are committed to fostering a sustainable AI and digital talent ecosystem that positions Johor as a regional leader in digital governance and smart city programme management, setting a new benchmark for public sector digital readiness and intelligent transformation.
