IC RegFin Legal and Burgeon Law, a law firm based in New Delhi, have merged to form an entity with a combined strength of more than 150 lawyers, including 22 partners.
As part of the merger, Burgeon’s team of more than 25 lawyers, including five partners, will join IC RegFin Legal.
Roma Priya, founder of Burgeon Law, will join IC RegFin as an equity partner, taking on the roles of senior partner and national head of private equity & venture capital transactions. Tejesh Chitlangi, managing partner of IC RegFin, will continue to lead the firm and oversee its pan-India operations.
New Delhi will become IC RegFin’s fourth office, alongside its headquarters in Mumbai, and existing offices in GIFT City in Gandhinagar district and Bengaluru.
This marks a big step in IC RegFin’s growth journey with the firm aiming to expand to a 175-member team by the end of FY 2025-26.
IC RegFin is recognised for its financial services regulatory practice with core areas that include funds (covering alternative investment funds, mutual funds and foreign portfolio investments, etc), capital markets-related regulatory matters covering regulated intermediaries, financial services litigation and disputes, and the IFSC GIFT City regime.
Burgeon Law, on the other hand, has grown from a boutique practice supporting startups and founders into a leading firm representing marquee onshore and offshore funds, family offices, and corporates. With the addition of Burgeon’s partners and team, IC RegFin will further consolidate its position in the venture capital and private equity investment space.

The merger was facilitated by Legal League Consulting, led by founder Bithika Anand, and CEO Nipun Bhatiaa.
