The reform “recognizes the complexity of contemporary criminal phenomena,” Valencia explained

Chilean President Gabriel Boric Font signed into law on Tuesday the bill creating the Supra-Territorial Prosecutor’s Office, designed to tackle organized crime and complex, transnational illicit activities more effectively.

According to National Prosecutor Ángel Valencia, the new entity will provide a “coordinated and strong institutional response” to complex criminal phenomena and operate with a “unified strategy of high specialization.”

“This Supra-Territorial Prosecutor’s Office targets the core of criminal prosecution, as it changes its management model and provides a coordinated and strong institutional response to criminal phenomena and highly complex crimes,” Valencia pointed out.

The reform not only “recognizes the complexity of contemporary criminal phenomena,” but also “seeks to provide the Public Prosecutor’s Office with the necessary tools to address them effectively, without ever renouncing due process or legality,” he further noted.

The new prosecutor’s office “will work with a unified strategy of high specialization and technical focus on criminal and property analysis for the criminal prosecution of criminal organizations,” Valencia also explained.

The Public Prosecutor’s Office has six months to establish the new office, appoint a chief prosecutor, and hire staff. Initially, it will recruit 15 prosecutors and 28 officials in the first year. Within three years, the staff will grow to 98, including 35 prosecutors and 63 officials. The Supraterritorial Prosecutor’s Office will function independently but work closely with the Regional Prosecutor’s Offices and their Criminal Analysis Systems. The chief prosecutor will report solely to Valencia.
