Andalusia fears losses of 2 billion in aid due to the new CAP proposal


The Minister of Agriculture, Fisheries, Water and Rural Development, Ramón Fernández-Pacheco, warned this Friday that, according to estimates from the Junta de Andalucía, “the Andalusian agricultural sector could lose around 2 billion euros in aid with the CAP model for 2028-2034 proposed by the European Commission.

Jaén .- The Minister of Agriculture, Fisheries, Water and Rural Development, Ramón Fernández-Pacheco, warned this Friday that, according to estimates from the Junta de Andalucía, “the Andalusian agricultural sector could lose around 2 billion euros in aid with the CAP model for 2028-2034 proposed by the European Commission.
During his speech at the closing of the day ‘Agriculture and Energy: Strategic Sectors for the European Union’ organized by Asaja Sevilla and the Institute of Agrarian and Environmental Issues (ICAM), Fernández-Pacheco insisted that “the new CAP is neither agricultural nor common and, of course, it is unfair and detrimental to Andalusia.”
“From Andalusia, we have asked the Spanish Government to demand at the European Council a change of model, to block this 22 percent budget cut, to say a resounding no to a CAP harmful to Andalusian farmers and ranchers, and to force a change in the CAP with its vote against in Europe,” the minister elaborated.
He insisted that “from Andalusia we not only reject the budget itself, but we also oppose outright the single fund and the structural change that the new European financial framework establishes for the CAP. We need a strong CAP, independent of other funds, based on two pillars, with the leading voice of the regions and that takes into account the productive reality of each area, of Andalusia.”
In his speech, the minister pointed out the importance of agriculture as a strategic pillar not only for Andalusia but for the European Union. So much so that he recalled that the primary sector and its auxiliary industry account for 11 percent of the Andalusian GDP, 16 percent if we consider the services of agribusiness and agricultural services.
“Data that gives us a broad and realistic view of what this sector means for Andalusia, but also of the leadership we have in exports,” he said.
He added that “only in the first seven months of 2025, Andalusia has exported 4.7 million tons of agri-food products worth 10.346 billion euros, which represents an increase of almost 2.8% in value and 5% in volume compared to 2024.” October 17
